Financial and Procurement Audit

Financial and Procurement Audit of the World Bank financed Rajasthan Road Sector Modernization Project (RRSMP) for the Public Works Department, Government of Rajasthan covering audit of four financial years.

•  Procurement Post Review for the World Bank financed National Higher Education Project (NAHEP), being implemented by Indian Council of Agricultural Research (ICAR), New Delhi, covering review of about 400 contracts signed during the period: July 2018 – December 2021.

• Procurement Audit for World Bank financed Institutional Strengthening for Gram Panchayat Program II (ISGPP II), Government of West Bengal, India. This audit covered 100 GPs spread across the State for F.Y. 2017-18 and 2018-19 and the PMU since program inception to March 2018.

• GPCL was again appointed for conducting Procurement Audit of the PMU ISGPP-II for the F.Y. 2018-19 and F.Y. 2019-2020.

• Procurement Post Review for the World Bank financed Punjab Rural Water Supply and Sanitation Sector Improvement Project (PRWSSIP) for the Department of Water Supply and Sanitation, Government of Punjab, India, covering review of 125 contracts spread over a period of two years from July 2016-June 2018.

• Based on satisfactory performance, GPCL was appointed by PRWSSIP for conducting Procurement Post Review of 119 contracts for the period July 2018 to June 2020.

GPCL has been active in conducting several Procurement Reviews of projects in World Bank’s India portfolio. Notable assignments undertaken, after selection through competitive processes, are outlined below:   

• Procurement and Financial Audit of statement of expenditure of over 50 projects across various States in India for a period of two years involving review of over 1800 contracts spanning various sectors of the economy. 

• Procurement Post Review of 21 projects across seven North Eastern States of India involving review of over 200 contracts. 

• Procurement Post Review of 33 projects across nine States of India involving review of over 560 

contracts covering sectors such as Education, Health, Infrastructure, Water Resources, etc. 

• Procurement Post Review of 25 projects across various states in India involving review of nearly 

850 contracts for the 2009 and 30 projects involving review of over 1800 contracts for 2010 covering multiple sectors. 

• Procurement Post Review of 24 projects across various states in India involving review of nearly 

1215 contracts for the 2011 and 24 projects involving review of over 1600 contracts for 2012 for multiple sectors. 

• Procurement Post Review of 31 projects across numerous States in India involving review of nearly 1700 contracts for the 2013 and 41 projects involving review of over 2400 contracts for 2014 for multiple sectors. 

• Procurement Post Review of 23 projects across numerous States in India involving review of nearly 1570 contracts for the 2015 and 26 projects involving review of over 1002 contracts for 2016 for multiple sectors. 

• Procurement Post Review of the Elementary Education Project (Sarva Shiksha Abhiyan Project) involving review of 125 contracts in four Indian States. 

• Independent Procurement Review of two Community Driven Development projects focused on participatory community development involving review of close to 70 contracts. 

• Independent Procurement Review of six projects related to Water Supply and Sanitation, Irrigation and Infrastructure sectors involving review of over 100 contracts. 

Procurement and Financial Management Review of one project each in the States of Maharashtra and Tamil Nadu in India.

GPCL provided Procurement and Financial Management Consultancy (PFMC), for the Bihar Kosi Flood Recovery Project (BKFRP), a USD 220 million World Bank financed project in Bihar, India. GPCL provided implementation support in preparation of customized bidding documents, Request for Proposals, procurement plan, procurement notices, bid evaluation reports, draft contracts etc for procurement of works, goods and consultancy services.

GPCL provided Procurement Advisory services to assist Vidya Pratishthan’s Institute of Information Technology (VIIT), Baramati – Pune, India, in the implementation of World Bank administered “Empowering the Poor: A Pilot ICT Program for Rural Areas of Pune District” funded by a Grant from Japan Social Development Fund.

World Bank appointed GPCL to carry out a Procurement Capacity Assessment Study for (i) Andhra Pradesh Rural Water Supply and Sanitation Project, (ii) West Bengal Health Systems Development Project, and (iii) Fourth Integrated Child Development Services Project in two states of India

A leading public sector bank in India commissioned GPCL to provide advisory services related to enhancement of procurement practices and preparation of a procurement manual for goods, works and services procured by the Bank.

DFID appointed GPCL, through a competitive selection process, to carry out the Review of Procurement Systems for Kolkata Urban Services for the Poor Program.

Against competition, DFID appointed GPCL to review the existing procurement procedures in 5 Indian States (Assam, Karnataka, Madhya Pradesh, Maharashtra, and Uttar Pradesh) selected on a sample basis and recommend appropriate modifications to bring them on par with international best practices as a prelude to the third phase of the National HIV/ AIDS Control Program.

As a part of Fiduciary Risk Assessment, DFID India appointed GPCL to carry out a Review on Procurement Systems and Organisation in the Indian State of Madhya Pradesh, particularly covering the Health, Public Health Engineering and Woman and Child Development Departments.

Appointed by DFID India, GPCL carried out a Review on Procurement Reforms in the Indian State of Andhra Pradesh. GPCL reviewed and assessed the public procurement structure and processes of the Government of Andhra Pradesh, and made recommendations on improvements, particularly in respect of transparency, accountability, more streamlined systems and improved value for money on its purchases.

Corporate Social Responsibility


As per the latest amendments to Corporate Social Responsibility (CSR) Rules, companies having average CSR obligation of Rs. 10 crore or more in three immediately preceding financial years are required to undertake impact assessment of their CSR projects through an independent agency.
Based on its past consulting experience in various Social Sector / Rural & Community Development sector projects for International Financial Institutions (IFIs) and Borrower Governments / Executing Agencies in India and overseas, GPCL developed a strategy to harness this potential opportunity in CSR projects.

Empanelment:


GPCL is empanelled with the following organisations for carrying out their CSR related activities such as impact assessment study, due diligence/ evaluation of proposals, need assessment / baseline study etc.:

1) REC Foundation (CSR Arm of REC Limited, a Navratna company under the Ministry of Power, Government of India)
2) Mazagon Dock Shipbuilders Limited (a Government of India undertaking) GPCL secured an assignment from ECGC Ltd. (formerly known as Export Credit Guarantee Corporation of India Ltd.), a premier Government of India Enterprise, for conducting Impact Assessment Study of six CSR projects in India aggregately valued at Rs. 151 lacs, comprising three projects in the education sector, two projects in the health sector and one project in the skill development sector respectively, in Mumbai, Varanasi and Amlipani Village in the State of Odisha. GPCL team carried out the field study by conducting interviews and Focus Group Discussions with the beneficiaries, observing project activities, interaction with community and individual households in all the locations, physical verification of assets procured through ECGC funds and literature review of project documents, and the final report on Impact Assessment Study was submitted.

  • A leading premier financial institution of the Government of India, appointed GPCL for developing and designing a Policy document on CSR. The Policy sets out guidelines for strategizing, planning, executing, monitoring and evaluation of their CSR activities. Apart from the CSR Policy, certain related documents were also prepared viz. Note on Benchmarking of CSR activities of select financial institutions of the Government of India, an evaluation matrix of projects / activities proposed and format of Agreement with the Implementing Agency.
  • GPCL was appointed by REC Foundation as Monitoring & Evaluation (M&E) agency for conducting Impact Assessment of “School Aapke Dwar an Innovative Mobile School for Imparting Education to Deprived Children in Gurugram, Haryana” (Project Value: Rs. 71.53 lacs). ‘School Aapke Dwar’ project is being implemented by All India Citizens’ Alliance for Progress & Development (AICAPD), in areas where migrant labourers are residing near construction sites and Jhuggi camps in 6 locations at Gurugram, Haryana and 1 location at Hardoi, Uttar Pradesh.
    The project is currently providing education to approximately 462 children of migrant labourers enrolled within the purview of National Institute of Open Learning (NIOS). GPCL team carried out the field study by conducting interviews with students, FGDs with parents and teachers, observing project activities, interaction with community and individual households in each of the 7 locations, physical verification of assets procured through REC funds and literature review of project documents.
  • GPCL was appointed by REC Foundation as Monitoring & Evaluation (M&E) agency for conducting Impact Assessment of ”Project for Providing Sustainable Energy System for Smartgram initiative of Rashtrapati Bhawan in 45 Villages of Haryana” (Project Value: Rs. 354 lacs). The Smartgram pilot project was launched by the President of India on 2nd July, 2016. Rashtrapati Bhawan invited Skill Council for Green Jobs (SCGJ) and its team to study the energy and environment patterns of the villages. After successfully completing the pilot project, a full scale project was implemented by SCGJ in 5 villages in Haryana (viz. Tajnagar, Daulha, Rojka Meo, Alipur and Harchandpur). Subsequently, 45 villages were selected in the districts of Gurugram and Mewat for implementation of the project. Under the project, 12,000 induction stoves, 200 RO water filters & 19 mechanical water filters were distributed with the financial support of REC Foundation. GPCL conducted individual interviews with the Village Heads from around 15 villages, interviews with beneficiaries (297 for clean cook stoves; 20 for RO water purifiers and 2 for Mechanical water purifiers) and respective vendors, including detailed interaction with the village level entrepreneurs, 2 FDGs with small group of women beneficiaries and sample physical verification of assets procured under the project.
  • GPCL conducted an Impact Assessment study of Skill Development Program in Advance Technology for the Weavers of ‘Looms of Ladakh’ Women’s Cooperative, Ladakh (LLWC), which is an initiative of India Exim Bank’s Grassroot Institutional Development Monitoring Advisory Services (GRID-MAS).
  • Bramharishi Mission Samiti (BMS), Jabalpur, Madhya Pradesh appointed GPCL to conduct an Impact Assessment for Construction of Radiotherapy Unit at Virat Hospice (a CSR initiative funded by REC Foundation, New Delhi).

  • UNICEF had commissioned GPCL to carry out rapid surveys of health facilities such as Anti Retroviral Therapy Centres, Prevention of Parent to Child Transmission Centres, and Integrated Counselling and Testing Centres delivering the HIV / AIDS Control Program in the three Indian States of Andhra Pradesh, Karnataka, and Manipur so as to identify bottlenecks in the Supply Chain Management (SCM) and recommend improvements.
  • As a sequel to the earlier assignment, UNICEF commissioned GPCL to extend the study on Supply Chain Management to the states of Maharashtra, Tamil Nadu and Nagaland. Subsequently, GPCL was asked to conduct a workshop in six State Capitals, so that the bottlenecks identified and the proposed recommendations could be disseminated to officers nominated by respective State Aids Control Society drawn from District Anti Retroviral Therapy and Integrated Counselling and Testing Centres.
  • On behalf of Administrative Staff College of India (ASCI), who had been appointed as a consultant by the National Aids Control Project (NACO), India, GPCL conducted a performance review of the Procurement Agent appointed for the World Bank funded Phase II Aids Control Project, involving comprehensive study of Procurement, Financial and Contractual Management processes adopted by the Procurement Agent and decisions taken by him in the execution of the project.

MAJOR ASSIGNMENTS in Africa

GPCL carried out the Independent Procurement Review of four World Bank financed projects in Malawi covering Education, Emergency, Privatization, and Transportation Sectors.

Also, National AIDS Commission (NAC), Malawi, selected GPCL, through an international competitive process, for conducting Procurement Post Review for the World Bank aided HIV/AIDS Response Project. Based on satisfactory performance GPCL was awarded this assignment for two more years.

GPCL was selected by the National AIDS Control Council (NACC), Government of Kenya as the Procurement Monitoring Agency to review the procurement of goods, services and minor works carried out under the World Bank funded Total War Against AIDS (TOWA) project. The successful completion of Phase I of the assignment led to the second Phase, which has also been successfully accomplished.

GPCL was awarded a fresh assignment calling for the provision of similar services for the extended duration of the project covering 3 cycles in 3 Financial Years and the same was completed successfully.

Municipal Development Fund (MDF), Republic of Georgia appointed GPCL through the positioning one of its Procurement Specialists as Consultant in Tbilisi, to provide full time advice on procurement and contract related aspects over a period of 18 months, for the implementation of Rural and Community Development projects funded by the World Bank. Assignment also included training of MDF personnel, conducted in Russian and English, in the efficient handling of procurement related issues.

The African Development Bank appointed GPCL to carry out a Country Procurement Assessment Review (CPAR) in the Kingdom of Swaziland, in order to examine the existing public procurement framework, policies, financial controls and processes in the various Ministries and Departments, compare them with good procurement practices (regional and international) and then propose recommendations to revamp the system for better governance. GPCL’s recommendations were presented in a two day workshop attended by over 130 participants drawn from Government Departments, Parastatals, and other Stakeholders.

The World Bank appointed GPCL to evaluate the Public Procurement and Disposal Authority’s role in ensuring effectiveness and efficiency of Public Procurement in the National Development Plan in Uganda.

  • On behalf of PTA Bank, Kenya, GPCL conducted a Technical Audit of a refinery in Sudan. The assignment involved a field visit by GPCL’s expert, undertaking a SWOT analysis and submission of a report recommending a course of action for recommencement of the refinery

Bid Support Services

GPCL’s expertise in conducting audits and providing services in multilaterally funded projects was leveraged in offering Bid Support Services to an Indian Contracting firm in its maiden international tender for an African Development Bank funded Highway Project in Mauritius. The services involved assistance in technical investigation of site conditions, assessment of materials in the Bill of Quantities and obtaining competitive quotations from accredited vendors, and ensuring that the bid documents were complete in all respects.


Financial Advisory Services

In addition to technical input, GPCL’s expertise in the Financial Sector was also provided in the following assignments:

  • Was commissioned by Ministry of Finance, Govt of India to carry out a pre-feasibility study for a large Hotel Project in Tanzania.
  • On behalf of PTA Bank, Kenya, GPCL conducted a Technical Audit of a refinery in Sudan, set up by Concorp International. The assignment involved a field visit by GPCL’s expert in making a SWOT analysis and submission of a report recommending a course of action for recommencement of the refinery.
  • Was appointed by Ministry of Finance, Govt. of India, to conduct an appraisal of a Pharmaceutical Project in Kyrghyzstan, and submit a cost optimisation study note.
  • On behalf of RITES, provided advice on terms and conditions outlined in the $ 175 million Biera Rail Concession Agreement, Mozambique.


Other Assignments

  • South Asia Enterprise Development Facility (SEDF) commissioned GPCL to undertake techno-economic feasibility study for a foundry coke project being put up by a Bangladeshi entrepreneur in Dhaka. GPCL’s observations were accepted.
  • Intensive training to personnel in SGS Global Trade Solutions unit, Manila on JBIC’s procurement process and approach, enabling them to review and offer comments on procurement documents received from JBIC.
  • Preparation of a Market Survey report on behalf of an International Consultancy firm (Netherlands), in identifying an Indian Consultancy outfit for collaboration/acquisition.
