  Major Assignments - Africa - Malawi
 

As a part of the contract for IPR Uganda, GPCL carried out the IPR of 4 World Bank financed projects in Malawi covering 65 contracts under 4 projects from the Education, Emergency, Privatization, and Transportation Sectors. Besides, GPCL also assessed the procurement capacity and financial management of the implementing units, for each of the projects.

Also, National AIDS Commission, Malawi, selected GPCL through international competition in conducting Procurement Post Review for the World Bank aided HIV/AIDS Response Project involving review of over 25 contracts and reporting on the procurement performance of the Commission.

Further to the above exercise in 2005, GPCL was again selected in 2007, through an international competitive process, to conduct a similar assignment involving review of procurement and contracting, institutional capacity, and price reasonableness. GPCL visited 4 major towns in Malawi and covered 16 major Grant Recipient Organizations, and 4 Community Based Organizations (CBO), besides the NAC. A detailed report on the findings and recommendations for improvement was submitted to the NAC within the allotted timeframe. NAC noted that the “Observations and recommendations in this report will provide a guidance to build up procurement capability in-house”.

Further to GPCL’s abovementioned involvement in carrying out 2 audits of procurement and contracting, NAC conveyed to GPCL that it was “pleased to inform (GPCL) that the
reports were satisfactory. On the basis of this satisfactory performance you are therefore requested to carry out another ex-post procurement audit for FY 2006-2007”.
Accordingly, GPCL carried out the Ex-Post Procurement Audit for the third time on the trot for the project covering 10 Grant Recipient Organizations and 4 Community Based Organizations and submitted a comprehensive report outlining the observations and recommendations for improvement which were well received by the NAC.
